Brief History
Designed by Columbia resident and architect Bob Moon, the Columbia Flier Building has been a striking building along the streetscape of Little Patuxent Parkway since its construction in 1978. For 33 years the building was home to the Columbia Flier which ceased its operations there in 2011. The property was purchased in 2014 by Howard County due in part to its close proximity to Downtown Columbia. The building is situated near an array of corporate office headquarters, high-end merchants, entertainment venues, educational facilities, and mixed-use high-density residential units.
The Flier Building was selected as a location for the Maryland Center for Entrepreneurship, which was to be operated by the Howard County Economic Development Authority. In 2015, the newly branded Innovation Center was instead located in the Columbia Gateway Park (a designated "Innovation District") due in part to the estimated $7.2 million price tag required to renovate the Flier Building.

With regard to the costs, the Columbia Association Covenants in the provided materials talks about a fee not to exceed $0.75 for each $100 of assessed value. Would the State be liable for the Columbia Association assessment?
The annual charge rate for FY2023 is 68 cents per $100 of valuation, assessed on 50% of the fair market value as determined by the state of Maryland for property tax purposes. That is almost 10% less than the allowable maximum of 75 cents per $100 of valuation. CA’s Board of Directors has approved the annual charge cap at 3.5%, which is approximately one-third of the amount allowed by law.

Certain entities are exempt from CA Assessments. Further information is contained in the Declaration - Section 1.01.F. Howard County property is exempt from CA Assessments for County owned property.
The license provided expired in 2013 and was between the Board of Ed and Patuxent Publishing. Would a new owner need to renegotiate the agreement, or if it has been extended, would it be transferred to the new owner?
The new owner will need to renegotiate any agreement with the Board of Education (BOE) as it relates to the back parking lot on BOE property.
