The Americans with Disabilities Act
Enacted in 1990, the Americans with Disabilities Act (ADA) is a comprehensive, wide-ranging civil rights law which protects people with disabilities from discrimination in employment, state and local government services, public accommodations, transportation, and telecommunications.
ADA Title II
Title II of the ADA applies to public entities, including Howard County government, and prohibits discrimination based on disability in all aspects of government programs and services.
Title II requires that, on request, county government will provide appropriate aids and services leading to effective communication for people with disabilities. Title II also requires reasonable modifications to policies, procedures and practices in order to provide qualified individuals with disabilities an equal opportunity to participate in all programs and services.
Accessible Parking Guidelines
Accessible parking is crucial for people with disabilities, to ensure their safety, independence and equal access to public spaces. The Howard County Office of ADA Coordination and the Access Committee of the Howard County Commission on Disabilities have created accessible parking guidelines for motorists and owners of public places.

Maryland Access Point (MAP), the Howard County Aging and Disability Resource Center (ADRC) serves as a gateway for information, assistance and referral for older adults, persons with disabilities, family members, caregivers, and health or business professionals. Locate Transportation Services for Individuals with Disabilities

Contact RTA Mobility, a specialized transportation service for individuals who are unable to ride fixed route transportation services due to disability or age. Obtain a Motor Vehicle Disability Placard or License Plate
Content
To obtain a license plate or placard for persons with disabilities you must first fill out the MVA's Application for Maryland Parking Placards/License Plates for Individuals with a Disability (form # VR-210). Your physician must complete the disability certification portion of the application.
Commission on Disabilities
The Commission on Disabilities (CoD) increases public awareness of disability-related issues; serves in an advisory capacity on County ADA programs and policies; and works with County Government to ensure compliance with Section 504 of the Rehabilitation Act, and the Americans with Disabilities Act.
