Welcome to the Inspections and Enforcement Division of the Department of Inspections, Licensing and Permits.
This division assures compliance with adopted codes and standards through the inspection process. It completes inspections for building, life safety, mechanical/HVAC, plumbing, electrical, fire code compliance and disabilities accessibility. It performs safety inspections for code compliance including rental housing inspections, sign code inspections, mobile home licenses, taxicab vehicle inspections, taxicab driver licenses and pawn brokers.

Documents for DILP Inspectors
A new streamlined email procedure for sending documents, certifications and wall check surveys to DILP Building Inspectors has been developed. This new email address for documents related to DILP permits will be the central delivery point for documents required for inspection and Final U&O approval.
Starting January 1, 2016, please email the required documents to Documents for DILP Inspectors via email
A specific format is required to allow your documents to be more quickly identified and processed. Please CLICK HERE for instructions and a helpful screenshot of the new procedure.
Please continue to handle HVAC documentation as you have been. Door blower tests, etc are excluded from this new email process.

Inspection Request Dial-up Instructions
The automated dial-up system provides 24 hour telephone access to inspection and permit information. You may schedule inspections, obtain inspection results, cancel inspection requests and obtain plan review status for permits.

Please refer to the Rental Housing Licensing section of the Forms and Fees webpage for downloadable rental housing licensing information, fee schedule, rental license application and a checklist of items the inspector will be checking for all new rental properties. Please keep in mind that this is not an all inclusive list of items only the most commonly failed items to help you to be ready for your inspection.
Mold Inquiries
We periodically receive questions concerning mold and requests for inspection and/or testing for mold(s). Mold Inspections are not performed by Howard County Inspections Personnel. Please click here for further information on mold.

Inspector Availability
Our inspectors are available between 7:30 and 9:00 a.m. each morning.
Emergency Water/Sewer Repair Inspections
Inspection for emergency water/sewer repairs must be called in prior to 9 AM of the day of inspection to General Plumbing and Mechanical Information by phone at 410-313-1840.
General Inspection Requests
All other inspections must be requested through the Automated Inspections Requests by phone at 410-313-3800 or by fax at 410-313-1861.
Inspection Type Codes are needed for each inspection requested.
